Maritime Security Operations Center, MOC (Cabo Verde)

The Maritime Security Operations Center (COSMAR), as an interagency center for the execution of services, with a flexible and dynamic structure, which is responsible for ensuring the planning and execution of operations in the area of maritime security in the seas under national jurisdiction and in the exclusive economic zone, operating in conjunction with the Coast Guard Command, constitutes another instrument of coordination in the conduct of operations to combat the various forms of illegal acts in maritime space.

Principles

Ensuring the articulation and cooperation of the various public and private entities in an interdisciplinary, balanced, and effective manner, which allows for a new model of maritime security, necessarily imposes the creation of a centralizing system with functional and fast connections to all authorities with intervention in the matter. This need for cooperation, intending to obtain superior information regarding the maritime space, brings obvious advantages to security in that space, as it will allow for the rationalization of means and capacities to eliminate duplication of effort and ensure better articulation among the intervening parties.

Vision

Several are the organisms and entities with competence in the sea. Thus, the convergence of information becomes not only a desirable premise but also indispensable. The ultimate goal is the concentration of efforts, optimizing the use of available means, promoting not only a matrix of effectiveness but above all promoting the efficiency of processes.
